The League of Anti-Blackhawks (a two part story): A new costumed villain, the Owl, unites with three other costumed crooks, the Eel, the Buzzard, and the Chameleon to form the Anti-Blackhawk League. The story states that the latter three are old enemies of the Blackhawks, but the Eel and the Chameleon don't seem to be the same characters as the previous users of those names and I don't remember seeing the Buzzard before at all, though he may be from the golden age (and he does have a neat, buzzard shaped aircraft.) The Owl turns out to be an alien using the Owl costume to disguise his origin and duping the Anti-Blackhawks into helping him steal the chemicals he needs to finish a weapon he will use to conquer his home world.
